Liyan Foundation – Derby Net Zero Indigenous Housing Precinct
Binjabo Global Consulting is proud to partner with the Liyan Foundation on a groundbreaking initiative: the Derby Net Zero Indigenous Housing Precinct Project.
This project seeks to pilot a transformative, community-led housing solution in Derby, Kimberley (WA). The proposed precinct will deliver up to 100 mixed-tenure, climate-adapted dwellings, combining net-zero construction, Indigenous governance, and a Local Resource-Based (LRB) approach to create lasting local employment, enterprise, and skills.
Binjabo is providing critical governance, economic, and strategic support in the initial feasibility stage of the project. We are actively involved in the development of key foundational plans, including the Governance Plan and Business Plan, ensuring the model is financially viable, investment-ready, and grounded in robust, culturally legitimate community governance.
The project is being built on deep partnership, co-design, and iterative learning, led by Liyan Foundation with the Derby community. It integrates Ernesto Sirolli’s enterprise facilitation principles to nurture local businesses and aligns with Closing the Gap housing targets and net-zero commitments.
Current Phase (Nov 2025 – Mar 2026): We are in the initial planning phase, supported by seed funding from The Oikoumene Foundation. Our collaborative work is focused on:
Developing Concept, Business, Community, and Governance Plans.
Establishing partnerships and funding pathways.
Creating frameworks for local procurement, workforce development, and long-term management.
Preparing for co-design workshops to ensure the community’s vision drives the design.
This project embodies our core philosophy: combining community-led decision-making, and evidence-based economic planning to advance self-determination and deliver tangible, life-changing outcomes.
